THE MIND CONTROL SCRAPBOOK: RUSSIA’S PSYCHOTRONIC WEAPONS TO ...
To be honest, I find this story so disturbing that I don't quite know how to blog about it. The story in various forms was shared by Ms. K.M. and many others of you, but in searching for a version that appears to have been the source of the story, I came upon this version of it at the Russian "GlobalResearch" website:
Psychotronic and Electromagnetic Weapons: Remote Control of the Human Nervous System
There's several things to note here. First, is the implication that the (supposedly) defunct and (supposedly) retired HAARP ionospheric heater has mind control applications:
"Anyway, in the past Russians were not resolved to put those means to work. When the construction of the American system HAARP was launched, with the system supposedly being able to target large regions of the planet by vibrating the ionosphere in brain frequencies (in this experiment the brain frequencies were not used, but the HAARP system can transmit in brain frequencies as well), Russia declared its willingness to ban mind control technologies. The Russian State Duma and consequently , the Interparliamentary Assembly of the Union of Independent States addressed the United Nations, OBSE and the European Council with a proposal for an international convention banning the development and use of informational weapons. According to the Russian newspaper Segodnya in March 1998, the matter was discussed with U.N. secretary general Kofi Anan, and included on the agenda of the General Assembly of the U.N. web.iol,cz, op cit "
The problem, as the article suggests, is that it is allegedly possible through electromagnetic modulation to remotely hypnotize individuals, a technique which couple with the regional broadcasting capabilities of the ionospheric heater, could turn it into an awesome mind control weapon of truly strategic applications, a problem first broached by Dr. Nick Begich:
"Dr. Robert Becker, who was twice nominated for Nobel Prize for his share in the discovery of the effects of pulsed fields at the healing of broken bones, wrote in his book “Body Electric” about the experiment from 1974 by J. F. Schapitz, released due to the Freedom of Information Act request.
"J.F. Schapitz stated:
“In this investigation it will be shown that the spoken word of hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconscious parts of the human brain – i. e. without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously.”
"In one of the four experiments subjects were given a test of hundred questions, ranging from easy to technical ones. Later, not knowing they were being irradiated, they would be subjected to information beams suggesting the answers to the questions they had left blank, amnesia for some of their correct answers, and memory falsification for other correct answers."(emphasis added)
There is even, if one reads closely, the subtlest suggestion that perhaps some of the Ukrainian crisis might have to do with such technologies:
"After the putsch, the vice president of the League of Independent Scientists of the USSR, Victor Sedlecki, published a declaration in the Russian daily Komsomolskaya Pravda where he stated:
'As an expert and a legal entity I declare that mass production … of psychotronic biogenerators was launched in Kiev (this is indeed a very serious issue). I cannot assert for sure that that were exactly Kiev generators that were used during the putsch… However, the fact that they were used is obvious to me. What are psychotronic generators? It is an electronic equipment producing the effect of guided control in human organism. It especially affects the left and right hemisphere of the cortex. This is also the technology of the U.S. Project Zombie 5“. He further stated that due to the inexperience of the personnel who operated them the attempt to use the generators failed.'
Then comes the most significant part of the article, namely, the allusion to the possibility that the Russian government took the decision, shortly after Mr. Putin's assumption of power, to openly incorporate such weapons into its strategic and tactical arsenals:
"Vladimir Lopatin visited the USA in 1999 as a chairman of the Military Reform Subcommittee of the USSR Supreme Soviet Committee for Issues of Defense and State Security and met with Richard Cheney. At that time he was described as the “leader of a new breed of Soviet dissidents”. Then he disappeared from top ranks of Russian politicians.
"Why has this research remained classified until present time? There are two explanations for this: First there is a secret arms race in progress in the world where the superpowers compete to gain decisive supremacy in this area and in this way master the control of the whole world. Second the governments keep those technologies in store for the case that they would not be able to control, by democratic means, the crisis that may arise as a result of their poor decisions. In both cases the era of democracy and human freedom in history will come to an end. According to the declaration of the former Russian Defense minister Serdjukov, there are maximally eight years left within which those weapons will officially become a part of the Russian military arsenal. For democracy this would mean a beginning of the end." (Emphasis added)
Now, the obvious implication of the second italicized statement is that the decision was taken in Russia, following American refusals to discuss or negotiate on the subject of electromagnetic and mind control weapons, to integrate such weapons capabilities within the Russian arsenal. For the followers of this story, this is not really news. I have written about such capabilities with respect to ancient architecture and engineering - summarizing the work of German engineer Dr. Konstantin Meyl - in my book Babylon's Banksters. And former Lt. Col. (U.S. Army, Ret.) Tom Bearden has been documenting and warning of the dangers of these types of weapons since the 1970s. In my book Genes, Giants, Monsters, and Men I pointed out the existence of merely one patent for mental and emotional manipulation through remote electromagnetic means. And it is but one of many. FInally, there is within the assassination-conspiracy literature surrounding not only the JFK assassination but, more importantly, the RFK assassination, a set of facts that would indicate that some sort of mind control technology was in play, not only with Jack Ruby's assassination of Oswald, but with Sirhan Sirhan. What we are being warned about, in other words, is a coming "mind control" warfare, using not just "soft" forms of neural linguistic programming and propaganda, but the "hard forms" of actual electromagnetic bombardment.
But there's something else, and I'm sure the reader caught it, and that is the first statement which I boldfaced and italicized, namely, that one Mr. Lopatin visited the USA in 1999 in his capacity as "a chairman of the Military Reofmr Subcommittee of the USSR Supreme Soviet Committee for Issues of Defense and State Security."
Say what? 1999?!? Supreme Soviet Committee for Issues of Defense and State Security of the USSR, the good ole Sovietsky Soyuz Socialistichestkik Respublik? But wait a minute... Wasn't that formally disbanded? Didn't it collapse in 1991? What happened? Did someone forget to put in an order for new official stationary? Or...?

Guess who just found out they are currently staying up the street from a pretty big Lockheed facility? Maybe I should go pay the place a visit and tell them they have nice a nice fusion reactor… Based on 70’s technology.
What could possibly be the purpose of such a ‘weapon’? Make people shop at Wal-Mart, watch Fox News, eat fast food poison, pay college athletes to fulfill middle age sex fantasies, or elect Duck Dynasty as the cultural apex of modern progress by programming millions to tune in? It seems clear to me that humans need no help in being utter morons, they are quite capable left on their own.
The idea is laughable. The only people who would even entertain such thoughts would eventually conclude that nuking the whole lot is a much better alternative while watching from a cozy, neoclassical Lockheed biodome on Mars.

Yes. I’ve long wondered why, with all this supposed wondrous technology, we are still here. Why keep it hidden? If the end goal is thinning the population, what are ‘they’ waiting for? Why expend all the time and energy engaging in “culture wars”? Why not unleash this technology now and decimate the population before they learn enough to fight back?
The answer, I believe, lies in a hitherto undisclosed necessity for human beings, people and their “energy” or “spirituality” are needed for something, and the act of polarizing this energy negatively is critical. Even more than hidden tech.
anybody here has that sense of gradually being boxed in? with all the data collection going on and profiling of individuals, I wonder if it will reach a point where everything and everybody is put in an inventory that if you’re not in the system, you practically don’t exist.. it seems all has been designed to have that outcome

Duncan says HAARP is part of an integrated system.
Talks also about how a “localized search” is first necessary to fully “hack” a brain – after which the hacking can be done from anywhere. However, it would appear that many things can be done without the full on hacking, due to biological similarity between people.
This puts a new spin on mind manipulation indeed, and just imagine if the nut cases in laboratories somewhere are working on such black projects. The elites always think “ahead”, and long term plans are put in place years ahead of what they are doing now. You just have to wonder what this world will look like in 50 years….YUK !!!!
I’ve come across the idea that humanity has been quarantined on this rock a number of times, presumably the rationale being that the van allen radiation belts act as the barrier. To clarify, are you suggesting that mankind has never left orbit and explored space? Just curious, as a lot is made of the secret space program yet the whole idea behind this is rendered utterly obsolete if we truly are anchored here.
I believe the quarantine zone line is at Saturn. Basing my belief off of Berguns UFO photos and ancient texts. This would allow them to mine asteroids, set up bases on mars and all that fun stuff. Playing off jebs idea from the vidchat about the mortgage crisis being related to an insured space craft crashing. Maybe they built some big fancy craft with the intended technological ability to bust through the barrier, but didn’t have much luck. I have a feeling that’s what Legion is up to, hijacking high frequency trading, the LHC and HAARP in an effort to blow a hole in that barrier. Just like his twisted creators, he has a god complex. They probably birthed him in a motherless womb. It would explain a lot.

If psychotronic weapons are not used in narrow, focused beams but are broadcast more generally the problem is that the fields don’t just affect humans – they affect all life forms, and everything with a nervous system starts showing signs of disruption. That can become noticeable to people who are paying attention to that sort of thing – wildlife biologists for one.
A psychotronic “war” amongst the superpowers is probably about as winnable as a nuclear war, ie no one wins – everyone and every thing loses.
The murder, mayhem (emotional manipulation),and medical malfeasance is collateral side effect.

The PTB don’t have to take away our weapons or ammunition all they have to do is deny access to affordable food. Starvation and hyper-individualism of the Western societies will do the rest as the zombie population turn on each other looking for food. Manchurian Candidates, Zombies, Amnesia Helmets, Donovan’s Brain have all been stock memes in books, movies, television for mass mind control and enslavement fantasies of our oligarchs control freaks with they’re gods complex. This has been known about for quite some time. HAARP is the older technology and has since been replaced by GWEN and cell phone towers which have the capability to be modulated with the same brain entraining frequencies, offer wider coverage and use less power.
One has to wonder if these have already been employed in instances like Ferguson as tests of this technology. I would think the psychopathic western elite would be more than willing to deploy such weaponry in order to enforce their new world order than any other nation. After all, you do not develop weapons you have no intention of ultimately using and our fascist corporate overlords have shown time and again a willingness to test their advanced technology on their own citizens as well as the rest of the world. Given their stated objective of total spectrum dominance, I would think that this is just one small piece of the pie. You can add vaccines, bio warfare, pharmaceuticals, Psychiatry, psyops, false flags, GMO’s, domination of the water and food supplies, geoengineering, subliminal messaging, constant propaganda bombardment through the MSM, etc. to that arsenal.
What better way to keep the sheep docile while you force them into debt slavery, remove all their rights, and process them through the FEMA camps which are already in place. Just like every other nation in the past, once they remove the guns (or in our case the ammunition) from the general population, it’s game over.
First off I would like people to know Orgonite really does help against these type of psychotronic and em weapons. Ever since going all organic food and getting a better handle on my health I’ve become crazy crazy sensitive to em and subtle energies. Wifi alone would cause all my muscles to lock up, all day I would feel like a thoughtless zombie. Now here’s my super high octane speculation. What if the psychotronic weapon meme is just a cover or only part of the picture. What if we’re experiencing the side effects of a scalar weapon, akin to the Great Pyramid on an even larger scale, being charged up. This would explain a great deal of the strange planetary phenomena we see today. “global warming”, the change in the Schumann resonance frequency, solar abnormalities, all of it. Even the increases in cancer and illnesses the world over. In my opinion they’ve even infected the entire population with various engineered diseases in order to alter the harmonic signature of the human being to load even more energy into the system. Coupled with other mind control techniques, the emotional, biological, and mental energies of the human are being cohered into one negative energetic signature.
I believe we are watching the engineered implosion of our society take place before our very eyes. It even has a nice irony to it, the human race is destroying itself. The parasites are ready to jump camp again, except this time they’re trying to jump planet. Only thing that stands in their way is the quarantine zone, so they’ve either decided to blast through it or blow up the beings doing the quarantining. It’s not Cold War 2.0 folks its Cosmic War 2.0. Now the real question we have to ask ourselves is “what can I do about it?”
