THE SPACE WEATHER EXECUTIVE ORDER: SPECULATIONS
So many people sent me articles about President Obama's recent Executive Order regarding space weather that to neglect the story would have been almost a dereliction. As readers here are now aware, over the past week I've been blogging about space and UFO related matters. The reason why is simply that in addition to so many people emailing me versions of the Executive Order story, is that it occurred in the context of other such stories that I began to wonder if there was a connection between them and the order. We'll get to that in today's high octane speculation in a moment. But I want to recall two other things that I blogged about prior to this past week, and those are the strange statements coming out of Russia, and Iraq. Recall in that regard that a Russian spokeswoman warned of "tectonic consequences" if the USSA continued on course of its current chaos-inducing policies in the Middle East. As I argued then, that statement could be seen as a statement implying "tectonic shifts" in the geopolitical balance of forces. Or it could also be interpreted as a warning about the use of tectonic, earthquake weapons, or indeed both.
Similarly, the Iraqi transportation minister came out with a strange statement about Iraq being the home to ancient space ports, and he references the works of famous and now-deceased alternative researcher Zechariah Sitchin. Two days later, you'll recall, the Russian general in charge of Russian forces in Syria, Igor Konshenkov, told the world that the Russian air defense systems in Syria were now operational, and that their range would be a "surprise" to "all unidentified flying objects," a phrase that again could be taken in two senses: (1) unidentified aircraft in Syrian airspace, or (2) UFOs. Either way, the Russian general is not naive and chose his words carefully. And given the strange spate of Wikileaks emails we've examined this week about former Apollo astronaut Edgar Mitchell warning John Podesta about "space wars," the Russian general's comment take on yet another context suggesting that the second sense of his remarks cannot be excluded from the interpretive possibilities.
Which brings us to Mr. Obama's Executive Order:
Executive Order -- Coordinating Efforts to Prepare the Nation for Space Weather Events
One could produce volumes of high octane speculation concerning this order, but I wish to focus on the following paragraphs:
It is the policy of the United States to prepare for space weather events to minimize the extent of economic loss and human hardship. The Federal Government must have (1) the capability to predict and detect a space weather event, (2) the plans and programs necessary to alert the public and private sectors to enable mitigating actions for an impending space weather event, (3) the protection and mitigation plans, protocols, and standards required to reduce risks to critical infrastructure prior to and during a credible threat, and (4) the ability to respond to and recover from the effects of space weather. Executive departments and agencies (agencies) must coordinate their efforts to prepare for the effects of space weather events.

Sec. 3. Coordination. (a) The Director of the Office of Science and Technology Policy (OSTP), in consultation with the Assistant to the President for Homeland Security and Counterterrorism and the Director of the Office of Management and Budget (OMB), shall coordinate the development and implementation of Federal Government activities to prepare the Nation for space weather events, including the activities established in section 5 of this order and the recommendations of the National Science and Technology Council (NSTC), established by Executive Order 12881 of November 23, 1993 (Establishment of the National Science and Technology Council).
...
(a) The Secretary of Defense shall ensure the timely provision of operational space weather observations, analyses, forecasts, and other products to support the mission of the Department of Defense and coalition partners, including the provision of alerts and warnings for space weather phenomena that may affect weapons systems, military operations, or the defense of the United States.
(b) The Secretary of the Interior shall support the research, development, deployment, and operation of capabilities that enhance the understanding of variations of the Earth's magnetic field associated with solar-terrestrial interactions.

(b) "Space weather" means variations in the space environment between the Sun and Earth (and throughout the solar system) that can affect technologies in space and on Earth. The primary types of space weather events are solar flares, solar energetic particles, and geomagnetic disturbances.
When one considers the entirety of the order in the context of these excerpted paragraphs, some disturbing high octane speculative potentials and implications emerge.
(1) The reference to the involvement of the Department of Defense raises the possibility that the Order cloaks an ultimately military purpose and agenda, as does the reference to the Department of Homeland Security's counterrorism mission. Years ago, it will be recalled, Defense Secretary William Cohen during the Clinton Administration warned about terrorist groups having access to unconventional weapons of mass destruction, i.e., WMD's that were not nuclear, biological, or chemical in nature. Mr. Obama's Executive Order seems to be in line with this train of thinking.
(2) As such, the order raises the possibility that "space weather" may be the cloak behind which to disguise a weaponization of solar events, or the weaponized use by others of such events.
(3) In either case, one would be dealing with a "Farrell Corollary" to the Kardashev classification system, and hence with a "space war". To refresh people's memories, in my book Covert Wars and Breakaway Civilizations, I argued that if one were faced with a potential threat emanating from a Type I or II civilization in the Kardashev scheme, the way to respond to such a threat would be to leverage or engineer systems of planetary or stellar scale and to weaponize them in a kind of Mutually Assured Destruction doctrine. In the Kardashev scheme, class I and II civilizations are civilizations requiring the energy output of an entire planet, or star, respectively. Thus, leveraging or engineering such systems would give the appearance to any potential threat of being in a class I or II category.
(4) The reference to "understanding ... variations of the Earth's magnetic field associated with solar-terrestrial interactions" is precisely the kind of study I hypothesized might exist in connection with the operations of CERN's large hadron collider, and with the growing evidence of its potential impact on the planetary magnetosphere, which could induce resonance-coupling effects in the Sun (see my The Third Way). I thus speculate and hypothesize that the Executive Order has now made that possibility public in a kind of backhanded way.
(5) The definition of space weather as anything in the "space environment" that "can affect technologies in space and on Earth" is a confirmation of the ultimately implicit military purpose of the order.
Of course, all of this is, indeed, very high octane speculation going far beyond the plain language of the text. But within the context of all that has been surveyed in the past days, and in the context of the strange remarks coming from Iraq's transportation minister and - much more importantly - from Russian Major General Konshenkov, this reading I do not think in the final analysis can be definitively excluded.

In one way (the mundane way), I am glad this Presidential Order was published. I have worried about another Carrington Event (1859) – or worse – taking out our giant transformers. Note that the Coronal Mass Ejection (CME) itself would be almost unnoticeable to our populace. But, the self-destruction of the transformers (possibly worldwide) would be catastrophic. These monsters take years to build and deliver, and are now mostly made overseas. Guess who would get priority in the rebuilding? Without anything like normal electricity delivery, our society might be kicked-back to agrarian times with concurrent massive loss of life. Anything that might mitigate such a disaster is welcome…
On the half-mundane side, I would worry about this Order being used to set-up another control mechanism. Like Homeland Security, except for electricity. Electricity is basic for our society. Having an organization with the Legal and Technical means in-place to cut-it-off is somewhat-disturbing.
On the half ‘high octane speculation’ side, I could see this as a funding-mechanism to protect deep-state assets, like our cell-tower array. (With who-knows-what percentage siphoned-away for black projects.) Anything with hundred-mile connecting lines would be vulnerable to CME-induced-currents.
Finally, on the ‘high octane speculation’ side, I could see this as notification to a space-based foe (of the deep-state) that they are not going-down quietly. All this CME-stuff could also be cover for protecting or ‘diode-izing’ large-scale systems. The type that would be used for (deep-state) planetary defense…

While reading it recall Dr. Paul LaViolette’s theory on Pulsars being long range communication beacons. I also had to ask myself what exactly as far as spacecraft do “we”-as in earth-have in “deep space” that we need to track? And I discount those planetary reconnaissance satellite probes sent to planets or their moons in the solar system. We have done an admirable job in tracking those.

BEIJING, Oct. 13 (Xinhua) — China plans to launch an X-ray pulsar navigation satellite (XPNAV-1) in November to test autonomous spacecraft navigation, according to China Aerospace Science and Technology Corporation (CASC) Fifth Academy.
X-ray pulsar navigation is an innovative navigation technique in which periodic X-ray signals emitted from pulsars are used to determine the location of a spacecraft in deep space, said Shuai Ping, chief system designer of the satellite.
The satellite, developed by CASC Fifth Academy, weighs more than 200 kilograms and carries two detectors.
In its mission, the satellite will test the detectors’ functions in responding to the background noise of the universe, outline pulsar contours, and create a database for pulsar navigation, the academy said.
X-ray pulsar navigation techniques will help reduce the reliance of spacecraft on ground-based navigation methods and are expected to achieve autonomous spacecraft navigation in the future.
Pulsars could be used as the physical-basis for an inertial-navigation-system (INS) update, much like GPS is used now. Any INS slowly builds up an error, depending on the quality (expense) of its gyros. GPS ‘resets’ these errors to zero, allowing the INS to retain accuracy. Pulsars have a nearly-constant ‘signal’ that is only effected by the vehicle’s own motion (similar to a Doppler effect). As such, they are potentially an interstellar GPS.
The fundamental problem is that GPS (and its cousins) is ‘deniable’ during a crisis or war. GPS has a weak signal that can be jammed or even spoofed. Not to mention taking the satellites out. It would be hard to jam or take-out a pulsar-based system…
Whether it’s preparing for a massive solar flare or an EMP attack I imagine the same preparations would go a long way to minimizing the effects and damage of both. I imagine there was no hidden message in this statement my self and I suspect it is to be taken literally. It likely means exactly what its stated to be about; we need to prepare for an inevitable space weather event because in the last twenty years we have all become to reliant on the power grid. To lose it suddenly without warning would be catastrophic.
Is a presidential Executive Order the same thing as an Imperial edict? When one of your president’s issues such Executive Orders, are there any checks to the power of the president? Have you in the USA abandoned the republic in favour of ‘Empire’ as your model and self-definition?
I ask the questions above because it is very, very bizarre that the U.S. Congress has not enacted laws to accomplish the necessary protections from solar storms outlined in Obama’s Order. But if your country is now an Empire and your President is de facto Imperator, then perhaps it would make sense that Obama should issue the Imperial edict to accomplish these ends.
However, it seems to me more likely that Dr. Farrell’s point No. 5 is most likely behind this Executive Order (Farrell: “(5) The definition of space weather as anything in the “space environment” that “can affect technologies in space and on Earth” is a confirmation of the ultimately implicit military purpose of the order.”) although one does not know how these orders relate to the Secret Directives issued by your president or any of the secret provisions of the US continuity of government laws, directives, and Executive Orders. Perhaps more simply this is cover language and window dressing to provide a tissue of legitimacy to a covert agenda in space and on Earth.
Pellevoisin, my (amateur) understanding of “Presidential Executive Order” is that it is in the gray-area between the two Branches of government. It is meant to be something that is issued-quickly – like for a sudden war – where the wheels of Congress are much too slow. It is meant to be time-limited, and either struck-down or affirmed by Congress in due course. Congress makes the laws… (in theory)
The problem has been with Caesar-minded Presidents (really, the shadowy figures behind them) who would like to dispense with all the ‘disorderliness’ of democracy. As WalkingDead said (below), there has been a list of Executive Orders slowly growing – unacknowledged by Congress – that could be the basis for a Julius Caesar-style of government…
As far as I am aware, Congress has not issued a blanket-law that states that these ‘unneeded’ Executive Orders are null-and-void in advance, for stepping on Congress’ toes. Whether this is Congress without the huevos to stand up to a legal fight or part of a greater deep-state plot (Executive and Congressional Branches), I do not know…
Look! Up in the Sky! What is it!
It’s Earthbound ambitions of unlimited power through various guises of deception dressed up as Indians once again. It’s the Trojan horse flying sky-high! It’s another false-flag, dressed-up in the latest technologies hiding the wolf at the door once again.
Is it asteroids! Are they solar flares wiping out internet connections , power lines, and other targets? Is the infamous polar shift?
Whatever is under the peanut shell is the latest solution, reaction, crisis – fresh off the off-planet drawing boards.
The audience can stand up and cheer as the actors dress up for entrances, practicing their lines, and waiting for their global cues to make their heroic entrances.
Is it plausible that this order marks our first acknowledgment of and significant preparation for the threat and damage of space weather? Couldn’t the order instead represent an extension of our DEFCON, vis a vis Russia — a message, then, indicating that the Western deep state could neither be caught off guard by an EMP attack nor, therefore, affected operationally by damage done to surface infrastructure? In other words, it says “We’re prepared to take a hit topside, Russia, waiting out your “storm” down below, and still come out looking like the careful good guys afterwards, so y’all just do whatcha gon’ do.”
Or indeed it might hold higher-octane implications. If you’re correct, Dr. Farrell, we soon may witness night skies made for van Gogh’s canvas — Kardashev-level experiments, impossible to have been concealed, playing out above our trees and houses. And if these results were to go slightly astray and our infrastructure scorched, we could all be reassured by this executive order that our political leaders had never for a second let their guards down.
Certainly, it’s also possible that this would have been no experimentation at all but instead displays of a new systemic force conveyed at light speed to our entire galactic neighborhood, and beyond it: “We’re not to be trifled with!” or “Turn off those 234 signals already!” But if said solar experiment/show of force could not in fact have been concealed, then one must ask: Why then have we yet to spy in our clear night skies nary a tracer of a wider space war? (One hopes the right answer isn’t that our elite are now in the process of starting one for us.)
There’ are plenty of generals who think a war with Russia is “winnable.” You have to assume they think that they have a decisive technological upper hand based on technologies equivalent to whatwe have seen some UFO’s execute, ie pretty damn powerful which may be what the Russian’s were obliquely referencing, but the probability of a few nukes getting through to major metropolitan areas in a panic escalation would still be high or high enough to almost guarantee that any “victory” would be ghastly – a new and awful definition of “pyrrhic.” That we are sitting here “entertaining” these scenarios illustrates just how debased and depraved the neocons really are.
If the Sun serves as an intergalactic portal as some have suggested (Nassim Haramein for one) then we can’t rule out that someone may be attempting to manipulate the Sun in order to interfere with these portals. One need only think of the Vatican and its near obsessive fixation with the Sun as evidenced by its numerous solar telescopes including the L.U.C.I.F.E.R. telescope. Are they expecting company? A bill collector? A bounty hunter? An absentee landlord? A galactic sheriff? Perhaps a returning slave owner? We also can’t rule out the possibility that someone may be threatening planet Earth with a Fukishima like event . Possibly due to insubordination or because Earth men are getting too big for their britches. If it is just space nazis, then the solar storm threat could just be some form of extortion or a general warning to stay out of their domain.
Also to consider is that this is a threat from the Earth based Deep State itself, who are deeply entrenched underground and may be immune to the technological devastation of a solar storm. (If the solar outburst struck the Earth in a tongue of fire, would the deep state denizens still be forced to smell burning flesh through their air filtration systems?) The Deep State would then be in a position to become saviors of mankind as they could use the solar storm as an opportunity to magnanimously rebuild the world’s energy grid. Think what a boon this would be for the likes of General Electric who could then resupply the entire world with new electric power transformers which they would already have manufactured and have ready to go? Or, the Deep State could roll out entirely new energy technologies altogether, like cold fusion reactors, dismantling the pesky old energy paradigm in one fell swoop.
We also can’t rule out that in our attempt to tame the Sun and thereby become a Type II civilization, we have immensely aggravated it and now risk incurring it’s wrath, similar to jumping on a wild mustang and being thrown off and stomped on.
Of course my greatest fear would be a Darth Hillary Presidency. Would she be able to play second fiddle to the Sun? It seems like in her megalomaniacal mind, the Sun would sorely overshadow her power. And as a masculine force, the Sun is also symbolic of everything she hates. Considering how she strives to dominate men, would this instinct push her to risk conflict with the Sun? (Move over Vladimir Putin.) Astrologically speaking, Hillary’s Sun is debilitated so she has serious issues with the Life Giving Orb. Not to mention , the Sun in an astrological chart represents the father who Darth Hillary has serious issues with as well. The Sun in the sky could potentially represent the father she loathes. Therefore, I would wager that Hillary may be psychologically motivated to use any means necessary to subdue the Sun and put it under her dominion, not stopping short of destroying the Earth and the Sun in the process. When she learns of the advanced technology that can be employed to do this, I fear she will do so immediately (giving reprieve to Vladimir Putin who previously represented all the phantoms of her childhood).
I think that Hillary is holding a GIGANTIC chip on her shoulder from Bills presidency, she was so sure that she was President 2.0 that she was royally peeved off when the Clinto team had to tell her to back out and get away from the Presidents Office because people were seriously peeved off at her total lack of protocol and ‘not knowing her place’ Which I can KINDA understand seeing as SHE wasnt voted into power, .. even though NO man in politics gets to where he is without a stronger woman behind him. So she now wants her turn in the sun and if she ends up burning a hole through the sun, I dont believe that she’ll give a kaboodle.
I also wonder if the Moon is in danger as well. Rumor has it that Hillary’s first executive order will officially rename the Moon “Charlotte” after her granddaughter. She also plans to lock the Moon in place above North America using tractor beams, thereby denying Eurasia sight of the Moon and potentially its tidal influence.
What would this alteration of the Moon’s orbit do to women’s menstrual cycles? What exactly does Hillary have up her sleeve? Which hemisphere’s women will be crankier? How will a permanent Moon stationed above North America affect our transgender people? Will they begin menstruating? Is this ultimately the real reason behind Hillary’s impending executive order?
From research I’ve done it’s theorized that there may be super conducting connecting strings between distant suns and galaxies. Perhaps super conducting along these potential connections is how star hopping civilizations hop in and out of our solar system; if they indeed do. Perhaps this is the real goal to mastering and understanding super conduction. Perhaps these super conducting strings are your portals. How better defend our solar system against unwanted intrusion than finding these strings and building an apparatus to temporary block and unblock these connections. The only draw back might be once these connections are broken they may never be able to be reconnected during our life time if ever. So we should think thrice before we go blowing up the Rainbow Bridge that may some day be the key to our salvation and ultimate destiny.
I couldn’t read this document because it’s so full of politicalize. It was giving me a headache when they set out to deceive and obfuscate I just wonder why bother it just a waste of time-paper for both the writer and reader of a document like this. Just stop beating around the bush and say plainly what you mean and stop wasting everyone time.

Question, who believes the ground on your home / office will become hot /source/line in the event of a mega CME??? Where they’re would be more voltage present coming from the earth ground??? Depending on the frequencies from the sun, and where it hit the Earth, a host of voltages would be induced into, hi-power lines, fences, antanae, etc.. Pick your source for stray power.. During the last Carrington event, barb wire fence posts were set on fire.. A very interesting problem to ponder???
This Space Weather is exactly what El Presidenté needed to justify tying in the military to what is essentially a scientific venture.
Understanding the magnetic field properly will be the key to unleashing ZPE.
Whether this will be used to justify the ‘next’ disclosure event.. Something along the lines of… we were checking for magentic variations around the North Pole and LO AND BEHOLD we discovered the Black Knight, a 3 mile wide invisible Mothership, 45 floating Cigars and a big bunch of Flying saucers and triangleS.. Amazing when you can read discprepancies in the magnetosphere.. All the Invisible things become visible again…

It would seem that we are getting a glimpse of acknowledgement of what Tom Bearden was warning us about years ago. We may be seeing hints of such technology both space and terrestrially based from the big players; Russia, China, the USSA, and others. Technology which can be used for warfare between nations or in defense of the planet from “other” aggressors, which would include any “breakaway civilization” with aspirations of world domination.
Examination of the long list of Executive orders since the Bush administration indicates that upon the declaration of a “state of emergency” the government can essentially place the nation under marshal law and confiscate pretty much everything. Given the fact that we no longer have a government, but a criminal cabal running the nation, I wouldn’t put it past these people to implement such a “state of emergency” to achieve their goals, especially of Darth Hitlery gains the Presidency. It would also appear that plans for just such an event have been ongoing for decades.
“Space weather” or “aliens” makes a good cover story. Explain to me why we are attempting to take on the Russians, the Chinese, and apparently the Solar system and “aliens” all at the same time. Are these people just that arrogant and idiotic or is something else afoot.
And this is what will be used on Americans to keep them passive. The infrastructure is already in place. Note the gwen towers every mile or so covering America.

Well we can think of this as electronic version of Agent Orange and to think it was first used on females protesting nuclear weapons in Britain in the 1980’s. The dirty little secret is they first test on their own subjects then use it on the rest of the World no shame or conscience.
Do you think there is a war the USA is not involved in anywhere on and off planet?
