China Banks update
There has been quite a bit of mixed information on what has been going on with the Henan banks.
Announced today: Customers to be repaid after mass bank protests.
Authorities announced that they began releasing money to consumers – starting with those whose balances are less than RMB 50.000 (USD 7.400). There are no assurances for higher amounts as yet. Some customers successfully registered and received their money, however most had problems trying to sign on the overloaded system as one must verify by phone, upload a photo ID and pass a facial recognition test.
This started on 19 April when the public security bureau in Xuchang city, Henan, filed a case against criminal group headed by “Lu Yi” of the Henan New Wealth (Fortune) Group for alleged criminal acts. This Group was suspected of using village banks to engage in illicit activities from 2011 onwards. One popular offering was high interest rate accounts. As the banks’ parent company was being investigated for tax evasion, fraud and other financial crimes, the Group’s assets were frozen – but this action resulted in banning depositors from online withdrawals and transfers, involving some 400,000 accounts and RMB 40 billion of funds. The New Wealth Group is also accused of triggering the “red code” incident for depositors.
Meanwhile we have a man named Fan “Frank” Liu, the Chairman of the World Harmony Foundation, a UN NGO and promoter of “World Harmony Bell” ringing ceremonies. He was arrested in New York in March 2022 and charged for stalking, harassing, and spying on U.S. residents on behalf of China, and framing pro-democracy activists. There seems to be a link with the Henan shenanigans.

They’ve even gone so far as to call depositors guilty of some sort of fraud as determined by the Party. And if contested, which most of the depositors objected, of course, the Party changes their Covid QR passes to red further restricting mobility as well as placing a marker for global positioning purposes on the individual. They know where to send Party picked re-enforcements, in other words. And you think your phones are safe!?
Clever, indeed! Or with an occulted guise? It certainly does not ring as a Bastille Day forgiveness announcement – Does it?
Those considering the most recent terms of surrender, . . . err, . . . rather, . . . “fast track” to Russian citizenship will want to closely evaluate that Cyrillic fine print to determine, time frame of recognition (no gulag delays), conditions of habitation, civil positions, and past involvements with the current conflicts of many global interests.
The cauldron continues to simmer reducing what’s been in it. All assets of land, sea, air, and global connections.
But could there be a demographic Slavic peoples preservation need hidden within the offer that seems to good to be true for many former Soviet allied families?
