    The dilemma seems to where to allocate resources and which dogma should children be allowed exposure. Are they to be taught all humans have rights and if so what resources are available to insure their bodily and mind protection? Or are they to be taught humans only those rights under certain conditions? Is the dogma of a belief (political only) to be administered in a public space where all children are admitted or in a private setting (religion is included) where exclusion is permitted?
