Here's an intriguing history - in the context of today's article about China - about Japan's covert nuclear weapons program:

United States Circumvented Laws To Help Japan Accumulate Tons of Plutonium

Now...let's see if I've got this right: Japan could be a nuclear and probably thermonuclear power within a matter of weeks, larger than China, India, and Pakistan combined. They've probably already designed the bombs, all they have to do is put the fuel into them. And a German firm is involved in the manufacture of France's submarine-launched ICBM and its thermonuclear multi-kiloton warheads. So...hmmm... the two principal former Axis powers are de facto nuclear powers... did I get that right?
