rb. i seem to remember a time when ussr stopped paying its soldiers. their system got so pooched they closed their foreign bases and left their soldiers unsupplied, unpaid and untransported where they were. they were left to fend for themselves and get home or not on their own. probably around the time of chernobyl. also about the time chechnya became russia’s big foe.
