What's interesting here is that this effort is being deliberately coupled to the planscamdemic, and is clearly intended to protect Russia from biowarfare:

The article goes on to mention Presidents Putin's and Xi's calls to "quit politicizing" the covid planscamdemic, but the implication of the article seems to be clear: Russia views it as potentially being a form of biowarfare, and intends to protect itself against that possibility. The question is, why now?
Here's where today's high octane speculation comes in. Russia's "Sputnik" vaccine was not the highly experimental mRNA injections that are causing so much controversy - and adverse reactions - in the West. Indeed, some have argued - in my opinion quite plausibly - that these highly experimental injections are actually the cause of the mutations now currently making the rounds in the media narratives of the West (and that of course, assumes a properly isolated virus to begin with, which is also in question). If that be the case, then Russia has just essentially announced an intention to build a virus detection infrastructure at least in part designed to detect "the mRNA vaccinated" as much as it is designed to detect viruses themselves.
Granted, this is a lot of "reading between the lines," but the article itself invites it by referring to the planscamdemic in the first place. That means Russia just sent a very powerful message, which like all "very powerful messages" from that country, has to be "decoded" a bit to be understood.
In this instance, that decoding would appear to be geopolitical and defensive in nature: "You may be waging war against your own populations, but it stops at our borders."

The US Intelligences agencies report to Biden was “inconclusive”. We do know for fact that the virus does not occur naturally in nature eg bats but it is a mutant virus that either incubated and developed in another animal at a wet market place, or was engineered in a laboratory studying and researching bat viruses “gain of function” in Wuhan, China. We will never know the truth because China refused to fully co-operate with the United Nations WHO multinational scientists investigation a few months ago.

The US Intelligences agencies report to Biden was “inconclusive”. We do know for fact that the virus does not occur naturally in nature eg bats but it is a mutant virus that either incubated and developed in another animal at a wet market place, or was engineered in a laboratory studying and researching bat viruses “gain of function” in Wuhan, China. We will never know the truth because China refused to fully co-operate with the United Nations WHO multinational scientists investigation a few months ago.
We can assume that there are many more similar bio virus being kept (securely and biosafely???) in virology labs across the world. Accidents can and do happen – eg worn, loose, and non-airtight refrigerator, freezer and lab research fume cupboard seals.
Russia is acting very sensibly and with proactive foresight!
Russia/Soviet Union/ also had extremely well developed bio warfare labs with gobs of different vials of pathogens, ready to be deployed. Lots of labs were located in Siberia away from dense populations. Lots of these labs got bankrupt during the transition times in the early 90ties. Lots of scientist in these labs didn’t get paid for months, some of them ended up in West. Security od these labs was for years, questionable
to say the least.
And yes Russia is trying to be proactive. Trip of RU military with bio warfare sicientist to Bologna in the early 2020 can be described as one. We are entering scariest era in human civilization. Era of bio warfare. Nobody is safe, nobody.
Some of those scientist’s of the north met with unusual early ends, too.

NEWLY RELEASED DOCUMENTS provide details of U.S.-funded research on several types of coronaviruses at the Wuhan Institute of Virology in China. The Intercept has obtained more than 900 pages of documents detailing the work of EcoHealth Alliance, a U.S.-based health organization that used federal money to fund bat coronavirus research at the Chinese laboratory.
One of the grants, titled “Understanding the Risk of Bat Coronavirus Emergence,” outlines an ambitious effort led by EcoHealth Alliance President Peter Daszak to screen thousands of bat samples for novel coronaviruses.
The second grant, “Understanding Risk of Zoonotic Virus Emergence in Emerging Infectious Disease Hotspots of Southeast Asia,” was awarded in August 2020 and extends through 2025.
